Fin de semana de resistencia a la linea de muy alta tension

Desde hace siete años, decenas de miles de personas (en La Manche, Mayenne, Calvados, Ille et Villaine) viven con la espada de Damocles que significa la línea de Muy Alta Tensión (MAT), programada para ser instalada desde Raids (50) hasta Beaulieu (53).

Ya en diciembre de 2011, las obras para la instalación de los postes comenzaron y, con ellas, también la violencia de parte del Estado y de la Red de Transporte de Electricidad (RTE). Así, se ha forzado a firmar la venta de tierras, la actividad destructora se puso en marcha ya de manera legal o ilegal, etc. Frente a esta situación, numerosas personas hemos decidido que ha llegado la hora de la acción directa para intentar, no sin riesgo, poner freno a esa « apisonadora », y llamamos a todxs a participar mediante los mecanismos que se juzguen necesarios para perjudicar materialmente la continuación de esas obras. Si nos vemos obligadxs a ejercer estas prácticas es porque la oposición popular a ese proyecto no ha encontrado sino el desprecio y la arrogancia del poder estatal y de la RTE. Hemos comprendido que no había nada que esperar de esas instituciones. Sólo organizándonos por nosotrxs mismxs y con nuestros propios medios podremos frenar el poder omnímodo del Estado. Lxs habitantes del Valle Susa en Italia, que luchan contra la construcción de la línea TGV (Tren de Gran Velocidad) Lyon-Turín, lo han comprendido desde hace tiempo. Por el momento, han logrado frenar ostensiblemente la destrucción de su valle.

A partir del 14 de enero de 2012 y de la reunión pública de Coutances, que siguió a las acciones de perturbación al convoy de resíduos radioactivos desde Valognes, una asamblea se ha constituido alrededor del pueblo llamado Chefresne (La Manche), zona de resistencia desde hace varios años al proyecto de construcción de la línea MAT. Esta Asamblea, compuesta tanto por habitantes próximos al lugar señalado para el proyecto como por individuxs, en lucha contra todas las políticas de gestión de nuestras vidas a través de la planificación territorial, se asume completamente como heredera de la acción de Valognes, tanto en las prácticas de lucha, en las formas organizativas como en el sentido político de esas luchas.

Los hechos actuales nos muestran con satisfacción que nadie ha esperado la constitución de esta Asamblea para actuar en el terreno. Así, ya antes ciertas torres habían sido desempernadas, alguna maquinaria resultaba malograda, los paneles señalizadores de la obra desaparecían sistemáticamente, etc. Si bien las obras avanzan demasiado rápido, cada quien puede constatar que, la panoplia de acciones que se orienten a sabotearla, queda abierta a más ideas, y que los efectos de estas acciones no son despreciables. El Estado y la RTE saben, desde entonces, que su arrogancia sólo tiene parangón con nuestra determinación.

Si la Asamblea de Chefresne entra hoy en resistencia, no es sólo contra los daños a la salud que la RTE reconoce de manera implícita al comprar las casas de los alrededores, puesto que su red de líneas de alta tensión pasa a menos de 100 m de las viviendas. Lo que perseguimos hoy es igualmente construir la resistencia frente a la industria nuclear, pues esta red está íntimamente ligada a la producción nuclear y asumida como tal por la Empresa Francesa de Electricidad (EDF), con lo que justifica la existencia de la MAT por el reactor nuclear de Flamanville (EPR) actualmente en construcción.

Esta red de torres de muy alta tensión y su resultante, la centralización de la producción eléctrica, tienen asímismo otro significado. Con la multiplicación de esos proyectos en Francia y en Europa, sabemos actualmente que el Estado y la industria han decidido crear un mercado especulativo internacional de la electricidad, arreglándoselas para favorecer una red internacional de distribución para la venta de electricidad a Marruecos, Inglaterra o a otros lugares. Muy lejos está la supuesta preocupación de EDF por dar seguridad a la distribución en Francia y sobre todo en el Oeste de Francia. También entramos en resistencia contra la demencia productivista y el reino de la economía.

Si lo que vivimos hoy en La Manche y en Mayenne encuentra eco entre los opositores al aereopuerto de Notre Dame des Landes, a la central de gas de Finisterre, a la línea de tren de alta velocidad Paris-Cherbourg, es porque compartimos el mismo sentimiento de expoliación por una mega-gestión de la cual participan esos proyectos de planificación territorial.

La acción de Valognes de finales de noviembre nos ha enseñado que cuando la determinación se refuerza con una organización colectiva horizontal (a la que hemos llamado antes democracia directa), lo que recogemos no es solamente confianza y fortaleza, sino también el hondo sentimiento de vernos retomar nuestros asuntos en manos propias. ¿Qué mejor respuesta a quienes expropian nuestras vidas y a quienes organizan nuestra sobrevivencia ?

La presente Asamblea pretende servir de apoyo (más que necesario) a lxs habitantes que se encuentran desprotegidxs frente a la campaña de destrucción que efectúa la RTE en contra de lo que ha sido, para ellas y ellos, el lugar en donde han vivido o trabajado desde siempre. La Asamblea desea acompañar su enfado y resguardarles de toda desesperanza que pudiera agregarse al sentimiento de impotencia. Deseamos igualmente efectuar un trabajo de información entre la población contra la propaganda producida por la RTE en cuanto al avance de las obras, supuestamente « sin incidentes ». La Asamblea aspira a que la población se reapropie de esta lucha, mediante su participación activa y su combate contra toda forma de resignación.

Con el propósito de evitar algún sentimiento de ser sólo unx espectadorx de la lucha, lxs habitantes estarán informadxs, mediante carteles, de las próximas fechas en las que la Asamblea se reunirá. El colectivo está abierto a todas las iniciativas y a todas las personas deseosas de informarse o de participar en esta lucha.

La Asamblea rechaza toda forma de recuperación política. En consecuencia, todas las iniciativas deberán evitar la exhibición de cualquier filiación partidista o sindical.

La Asamblea asumirá toda forma de acción, sin distinción de su grado de « violencia », mientras no se atente contra la integridad física de las personas que trabajan en la construcción o protección de la línea de alta tensión. Que esas acciones provengan de lxs habitantes de la región o de personas del exterior, ellas serán igualmente asumidas, pues el colectivo desea evitar las poco constructivas rivalidades entre locales y foráneos.

Widerstand gegen die T.H.T Linie Cotentin – Maine

(THT ist die fz. Abkürzung für HSL, Hochspannungsleitung)

 

Kein Aufgeben, kein Kompromiss, wir sabotieren die THT Baustellen

Seit sieben Jahren leben Zehntausende Personen (aus der Manche, der Mayenne, der l’Ille et Vilaine und dem Calvados) mit dem Damoklesschwert einer geplanten Hochstromleitung, welche von Raids (50) bis nach Beaulieu (53) gebaut werden soll.

Seit Dezember haben die arbeiten an den Sendemasten begonnen und mit ihnen begann die Gewalt des Staates und des RTE – RTE ist das Stromnetzunternehmen – (erzwungene Unterschriften, legale und illegale Zerstörungsarbeiten usw. …). Gegen diese Situation haben viele Personen entschieden, dass die Stunde direkter Aktionen gekommen ist, um zu versuchen diese “Walze“ aufzuhalten und rufen zur Mitbeteiligung auf. JedeR mit den Mitteln, welche er/sie für die materielle Störung der Baustellen für nützlich hält. Das wir zu diesen Praxen gezwungen sind, kommt daher, dass die Volksopposition zu diesem Projekt, seitdem das Projekt bekannt ist, nur auf Missachtung und Arroganz des Staates und der RTE gestoßen ist. JedeR hat verstanden, dass es nichts von diesen Institutionen zu erwarten gibt. Nur durch Organisierung unserer eigenen Mittel können wir diese Staats-Allmacht bremsen. Die Bewohner von Val Susa in Italien, welche sich gegen den Bau der Eisenbahnlinie Lyon-Turin wehren, haben dies seit Langem begriffen. Sie haben es geschafft, die Zerstörung ihres Tales bis heute zu bremsen.

Als Folge auf die Störungsaktion des Atommülls-Zuges von Valognes, hat sich seit dem 14. Januar 2012 und den öffentlichen Versammlungen von Coutances, eine Vereinigung im Dorf von Chefresne ( 50 ), seit Jahren bereits ein Land des Widerstandes in diesem Linienprojekt THT, konstituiert. Diese Vereinigung, welche aus Anwohnern des Projektes sowie aus, Gegnern aller Verwaltungspolitiken die zur Verbauung von Territorien führt besteht, übernimmt vollkommen, hinsichtlich den Praxen von Kämpfen, den Organisationsformen als auch den politischen Sinn dieser Kämpfe, die Erbfolge der Aktion von Valognes.

Das Zeitgeschehen zeigt uns glücklicherweise, dass niemand auf die Konstitution dieser Vereinigung gewartet hat, um an Ort und Stelle zu handeln. Es gibt schon einige abgeschraubte Masten, durch Beschädigungen stillstehende Maschinen, systematisches Entfernen der Signalpflöcke auf den Baustellen usw.

Auch wenn die Baustellen zu schnell vorrücken, kann jeder feststellen, dass die Auswahl der Störungsaktionen offen bleibt und dass die Wirkungen nicht unwesentlich sind. Der Staat und RTE wissen jetzt, dass gegen ihre Arroganz, unsere Bestimmung steht.

Wenn die Vereinigung von Le Chefresne heute in den Widerstand eintritt, ist sie nicht nur gegen Gesundheitsschäden, welche die RTE implizit anerkennt indem sie die Häuser innerhalb von 100 M in seinem THT Netzes aufkauft. Dieses THT Netz ist stark mit der nuklearen Produktion verbunden und wird auch so von EDF (Stromunternehmen) verteidigt, welche die THT Linie durch den im Bau stehenden EPR rechtfertigt. Es ist also gleichwohl ein Widerstand gegen die Nuklearindustrie, den wir heute fortsetzen. Diese THT Linie und die Zentralisierung der elektrischen Produktion, deren Resultat sie ist, haben eine andere Bedeutung. Mit der Multiplikation dieser Projekte in Frankreich und in Europa wissen wir heute, dass der Staat und die Industrie beschlossen haben, aus der Elektrizität einen internationalen, spekulativen Markt, mittels eines internationalen Vertriebsnetzes zu machen, um die Elektrizität des EPR in Marokko, in England oder woanders zu verkaufen. Man ist weit entfernt von der EDF angezeigten Sorge, die Verteilung in Frankreich und besonders im Westen sicherzustellen. Wir leisten somit auch gegen den gewinnorientierten Wahnsinn und der Marktherrschaft Widerstand. Wenn das, was man heute in der Manche und in Mayennes erlebt, ein Echo bei den Gegnern des Flughafens Notre Dame des Landes, der Gaszentrale von Finistère, der Linie TGV Paris Cherbourg findet, dann ist es, weil wir das Gefühl derselben Enteignung angesichts der Massenverwaltung betreffend dieser Einrichtungsprojekte der Territorien teilen. Das, was uns die Aktion von Valognes Ende November gelehrt hat ist, dass wenn Entschiedenheit mit einer gemeinsamen, horizontalen Organisation verbunden wird (früher nannte man es direkte Demokratie), wir nicht nur Vertrauen und Kraft ernten, sondern auch das tiefe Gefühl, unsere Geschäfte wieder in die eigenen Hände zurückzunehmen. Was für eine Antwort auf die Enteigner und Raumplaner unseres Lebens!

Die hiesige Vereinigung wünscht sich als Unterstützung (die mehr als notwendig ist) für die BewohnerInnen einzustehen, welche sich gegenüber den Zerstörungsarbeiten von RTE von Orten, an denen sie immer gelebt und/oder gearbeitet haben, entarmt fühlen. Die Vereinigung möchte sie in ihrer Wut begleiten und sie vor jeder Verzweiflungshandlung schützen, die zu ihrem Ohnmachtsgefühl hinzukommen könnte, und ebenfalls für eine Informationsübermittlung an die Bevölkerung wirken gegen die von RTE hergestellte Propaganda bezüglich der Fortschritte, angeblich ohne « Vorfälle », der Bauarbeiten. Die Vereinigung wünscht sich von der Bevölkerung, die Wiederaneignung dieses Kampfes, damit sie daran aktiv teilnimmt, und wünscht genauso, gegen alle Resignationsformen zu arbeiten.

Damit sich die BewohnerInnen des Kampfes nicht enthoben fühlen, werden sie durch öffentliche Informationen über die nächsten Daten der Versammlungen informiert. Das Kollektiv möchte gegenüber allen Initiativen und Personen, die sich zu diesem Thema informieren möchten oder an diesem Kampf teilnehmen, offen bleiben. Die Vereinigung lehnt alle Formen von Politik ab. Alle Initiativen sollen, dementsprechend, keine gewerkschaftliche oder politische Zugehörigkeit zeigen. Die Vereinigung wird alle Aktionsformen, ohne Unterscheidung ihrer « Gewalt » annehmen, solange keine körperlichen Schäden der Personen erfolgen, die am Bau oder am Schutz der Linien arbeiten. Die von den Bewohnern der Gegend oder von den Personen von Außerhalb herbeigeführten Aktionen werden ebenfalls angenommen. Das Kollektiv will die Rivalitäten zwischen Einheimischen und Nichteinheimischen, die wenig konstruktiv sind, vermeiden.

Week End of resistance to the THT lines Cotentin-Maine, in Normandy

June 22nd to June 24th, 2012

For seven years, tens of thousands of people (From La Manche, Mayenne, Ille-et-Vilaine and Calvados) live with the sword of Damocles of a Very High Voltage line scheduled to be installed between Raids (50) and Beaulieu (53).

Since December 2011, the pylon construction sites have started and with them the violence of the state and RTE (forced signatures, destruction work employed legally or not, etc …). Given this situation, many individuals have decided that the time has come to do direct action to try and stop this “steamroller” . They are calling on each and everyone of you out there to participate with the means that you deem appropriate, to interfere with the progression of the sites. The reasons we are forced into these practices is that popular opposition to this project has, since the project has begun, been met only with contempt and arrogance on the part of the state and RTE. Everyone will understand that there was nothing to expect from these institutions. It is only by organising ourselves with our ways that we can curb the omnipotence of the state. The inhabitants of Val di Susa in Italy, fighting against the construction of the TGV Lyon-Turin, have long understood. They have succeeded in seriously slowing down the destruction of their valley.

Since 14 January 2012 and the public meeting in Coutances, which followed the action of disturbance of the convoy of radioactive waste in Valognes, assemblies have been held around the village of Chefresne (50), which has resisted for years against this project of power lines. This assembly, composed of as many people close to the project as individuals struggling against all the political management of our lives through land use planning, assumes the entire legacy of the action of Valognes, both in practice struggles, forms of organisation as well as the political meaning of these struggles.

News has showed us that that nobody waited for the assembly to act on the ground. Already a few bolts disappeared, machines broke down, stakes that showed roadworks were systematically removed … If the sites are progressing well, too quickly, everyone can see that the range of nuisance actions remains open and that the effects are not negligible. The state and RTE now know that their arrogance is matched only by our determination.

If the assembly of Chefresne is resisting today it is not only against damage to health that is implicitly recognised by RTE because they buy houses within 100 m of the power lines (THT). The THT network is closely linked to nuclear power generation and assumed as such by EDF justifying this THT line with the EPR under construction. It is also a resistance to the nuclear industry that we are continuing today. But these high voltage power lines and the centralisation of power generation are the result of which they also have another meaning. With the proliferation of these projects in France and Europe, we now know that the state and industry have decided to make electricity an international speculative market, providing the means of an international distribution network to sell power of the EPR to Morocco, England or elsewhere. It is far from the concern expressed by EDF to secure distribution in France and especially in the West. It is also against the industrialist insanity and the reign of the economy that we come into resistance.

If what is happening today on the side of the Channel and Mayenne echoed by opponents of the airport of Notre-Dame-des-Landes, the gas power plant in Finistère, the TGV Paris-Cherbourg, is that we share the same sense of dispossession against the mass management of these projects involved with regional planning.

What we learned from the action of Valognes at the end of November is that when the determination is coupled with a horizontal collective organisation (formerly known as direct democracy), that we reap not only the confidence and force, it is also a deep sense of taking control of our own affairs again. What better response to the expropriations of our lives and developers of our survival?

This assembly is intended as a support (more than necessary) for the inhabitants and dwellers who find themselves powerless in the face of destruction work done by RTE against what was, for them places in which they have always lived and / or worked. The Assembly wishes to support their anger and guard against any act of desperation that could add to their sense of powerlessness, and will also make information available for the people to counter the propaganda produced by RTE on the advancement work, with supposedly no “incidents”. The Assembly wishes the people to reclaim this struggle by actively participating , and wants to work against all forms of resignation.

So that the residents and inhabitants do not feel deprived of the fight, they will be informed through posters of the next dates when the general assembly will meet. The group wants to be open to all initiatives and all persons wishing to learn or participate in this struggle.

The Assembly rejects all forms of political recovery. All initiatives should not, therefore, show any political affiliation or association.

The assembly will assume all types of actions, regardless of their “violence”, as long as they do not harm the physical integrity of persons working on the construction or the protection of the power lines. Whether produced by locals or people from outside, actions will be assumed in the same manner. The Collective wants to avoid unhelpful rivalries, between locals and non-locals.
